Aye, where to get em and how to use halloween objects (ghost in a box etc.) is ma Q, I just came by to look whats up with GW and saw this

The most easiet thing to do is farm charr carvings and take em to the horseman in ascalon..

To use the items just double click them once you have got them.

decayed orr emblems for the horseman in Lion's arch, best place for farming them is from the hot springs.
